Andrea Tinianow consults with government organizations to create real value and innovative solutions.

Tinianow was recruited from the private sector in 2014 to start Delaware’s Division of Corporate and International Development in the Delaware Department of State. During her tenure with the State, she founded Global Delaware, the State’s first international brand, attracting international businesses to Delaware and creating a steady stream of international investors visiting the First State. Global Delaware revamped the State’s export program, and more than tripled the number of participating companies, and the amount of sales generated from previous years.

The Delaware Blockchain Initiative originated with her team, and she was the Initiative’s director since its inception. The Initiative led to Delaware’s Blockchain Amendments which were signed into law in August 2017, expressly authorizing corporations to issue shares and maintain their stock ledgers on a blockchain. 

As a result of Andrea’s efforts, Delaware’s Rules of Evidence were amended to provide certainty for international companies with Delaware subsidiaries. Specifically, Delaware Rule of Evidence 502 was amended to clarify that the attorney-client privilege extends to foreign parent entities of Delaware subsidiaries and covers in-house counsel of foreign entities.

With Andrea’s direction, the State entered into a first-of-its-kind partnership with the non-profit, First Book. In its first year, the partnership gave away 50,000 quality books to children in need, and stocked essential need closets in Delaware’s 45 poorest schools to ensure children have the basic items they need to be ready to learn in school.

Andrea was the catalyst behind the Delaware-branded online incorporation platform in partnership with public sector actors and private sector corporate service providers, to serve the Delaware entrepreneurial community.
